A Check-List for Evaluation of the Usability of Government Web Sites

Abstract

Usability is the ability of the software by which users can interact more easily, comfortably, safely, and intelligently as possible. Usability is considered a key feature for the success of any website and even more so for government sites. Various methods for usability analysis and evaluation have reported several problems in this kind of websites.  The objective of this work is to provide a new method to facilitate the analysis and evaluation of the usability of e-government websites. For this, a checklist is proposed that was developed from the integration and combination of web usability guides for existing e-government sites. The resulting checklist considers 122 usability conditions, which are grouped into five categories. For the assessment, a scale of importance is also considered for each condition. Correspondence with Nielsen's heuristics has also been established. The checklist was applied to three real websites from the government of the Province of Santa Cruz, Argentina, which allowed us to identify usability problems and suggest some recommendations for improvement.
